Madayn Launches “RABT” Platform to Drive Local Content and Investment in Oman

Muscat, Oman – March 20, 2025 – In a strategic move to strengthen Oman’s industrial and economic landscape, the Public Establishment for Industrial Estates (Madayn) has officially launched the RABT Platform, under the esteemed patronage of H.E. Eng. Salim bin Nasser Al Aufi, Minister of Energy and Minerals. The platform was unveiled in collaboration with the Projects, Tenders and Local Content Authority (PTLCA) and is jointly implemented by the Industrial Innovation Academy (IIA) and Business Gateways International (BGI).

The RABT Platform was envisioned as a dynamic digital gateway to support Oman’s economic growth by fostering local content development and encouraging domestic investment. It is designed to seamlessly connect industrial organizations, service providers, and business stakeholders within Oman’s economic ecosystem. Through this initiative, Oman aims to maximize the value of localized industries and directly link them to government tenders and procurement processes.

With a database featuring over 5,000 industrial products and services from more than 300 factories and companies across Madayn’s industrial cities, RABT provides a robust foundation for promoting national products and enhancing their competitiveness in the local market. The platform also serves as a key enabler for government procurement strategies and supports the growth of local enterprises.

Eng. Sulaiman bin Salem Al Jabri, Project Manager of the RABT Platform at the IIA, noted that the platform is the outcome of over two years of coordinated efforts involving multiple government and private sector stakeholders. The development was executed in two phases:

  • The first phase involved an extensive field survey to catalogue local products and evaluate the usage of raw materials in Madayn’s factories.
  • The second phase focused on the platform’s design and development, executed in collaboration with a specialist in interactive digital platforms to ensure long-term scalability and efficiency.

A defining feature of the RABT Platform is the introduction of a “mandatory list”, which obligates companies awarded government tenders to prioritize procurement from listed local suppliers. This mechanism reinforces Oman’s commitment to strengthening its industrial base and ensuring local content remains a cornerstone of national development.

Engineer Ghaleb bin Amer Al Hinai, Head of the National Office for Local Content at the Projects, Tenders and Local Content Authority (PTLCA), emphasized RABT’s role as a strategic tool for implementing local content policies. It not only streamlines compliance with regulations supporting national products but also allows for the monitoring of impact and performance, offering valuable insights into local supply chains, identifying new investment opportunities, and enhancing sectoral integration.

The launch event also featured the signing of collaboration agreements between awarded contractors and local suppliers, highlighting the platform’s commitment to facilitating tangible business opportunities and fostering economic partnerships.

Notable representatives from Business Gateways International (BGI) were present at the launch, including Mr. Hemant Murkoth (Director & CEO), Mr. Hafidh Al Mahruqi (Director – Business Development), Mr. Suleyman Al Harthi (ICV Manager), Ms. Hafsa Al Sadi (Senior Team Lead – Operations), and Mr. Ibrahim Al Sadi (Senior Executive – Projects).

The RABT Platform is poised to become a catalyst for industrial transformation in Oman by offering a direct, efficient, and transparent channel for connecting buyers with local suppliers. By aligning with the goals of Oman Vision 2040, it supports economic diversification, elevates national productivity, and promotes the sustainable development of Oman’s industrial sector.
